The service

More than lodging forms.

A development application is not just paperwork. It is the formal process by which a council or state authority assesses whether your intended development can proceed, and under what conditions. How it is prepared and managed has a direct bearing on the outcome, the timeframe, and the conditions of any approval.

UPQ manages development applications for clients who require professional planning oversight, clear process management, and considered engagement with assessment authorities. Every application is prepared by Jessica directly, not delegated to a junior consultant.

The result is an application that is accurate, complete, and strategically positioned from the outset. Poorly prepared applications invite information requests, conditions, and delays that are entirely avoidable.

Why it matters

The quality of the application shapes the approval.

Most delays and adverse conditions in development approvals are preventable. They arise from applications that are incomplete, poorly framed, or that fail to engage meaningfully with the planning scheme. UPQ prepares applications that give assessors what they need to say yes.

Fewer information requests
A complete, well-prepared application gives the council less reason to pause the clock and request additional information.
Considered conditions
Strategic engagement with the planning scheme during preparation reduces the scope for restrictive or burdensome conditions at approval.
Direct authority liaison
UPQ manages all communication with the assessment authority on your behalf, ensuring responses are timely, accurate, and strategically positioned.
The process

Structured management, start to approval.

UPQ manages the entire development application process from pre-lodgement preparation through to approval and conditions review. You will be kept informed at every stage.

Step 01
Pre-lodgement preparation

Review of the development brief against the planning scheme, identification of applicable codes and assessment benchmarks, and preparation of the planning strategy that will underpin the application.

Step 02
Application preparation

Preparation of all required planning documents: planning assessment report, supporting statements, and coordination with any specialist consultants required (acoustic, traffic, ecology, etc.).

Step 03
Lodgement and authority liaison

Lodgement with the assessment authority and ongoing management of the assessment process, including responding to information requests, attending any required meetings, and maintaining assessment momentum.

Step 04
Approval and conditions review

Review of any approval and conditions to ensure they reflect the planning strategy and are reasonable and achievable. Advice on any appeal rights if conditions are unreasonable or the application is refused.

Scope of service

What UPQ manages on your behalf.

Planning scheme review
Zoning, codes, and assessment benchmarks

A comprehensive review of all applicable planning scheme provisions, codes, and assessment benchmarks. The planning strategy is built on a complete understanding of what the scheme requires and how the development responds to it.

Application documentation
Planning assessment report and statements

Preparation of a clear, accurate planning assessment report that addresses all applicable codes and demonstrates how the proposed development responds to the planning scheme. Supported by any required specialist statements.

Authority engagement
Assessment management and liaison

Management of all correspondence with the assessment authority throughout the assessment period. Information requests are responded to promptly and accurately. UPQ attends any pre-lodgement or assessment meetings on your behalf.

Development types

The types of applications UPQ manages.

UPQ prepares and manages development applications across a range of residential, commercial, and mixed-use development types. If your project is not listed, contact us to discuss.

The UPQ commitment

Every application is prepared by Jessica. Not delegated.

Development applications have consequences that extend well beyond the approval. Conditions run with the land. Poorly negotiated approvals constrain future development potential. An approval secured on a weak planning argument can be challenged.

UPQ prepares applications with the expectation that they will be scrutinised. That means getting the planning argument right the first time, not relying on the council to fill in the gaps.

Tell us about your project.

Share the site address, the development brief, and where you are in the process. We will come back with a clear view on whether UPQ is the right fit and what preparation looks like.
